Eighteen years ago, shortly after graduating from law school, I helped lead a voter registration campaign in Chicago that generated record turnout on Election Day. That experience taught me one of the most important lessons I ever learned as a community organizer: When people promise that they'll do something -- like voting -- they are far more likely to do it. That's why one key part of our Vote 2010 plan this year is to get folks like you from across the country to commit to vote, to make sure we get as many people as we can to cast their ballots this fall.
But getting the commitments we need starts with your own promise to make it to the polls and cast your ballot. Over the next 82 days, volunteers across the country will spend countless hours calling voters and knocking on their doors, asking them the same question. And you can bet that I am counting on you to join them in talking to voters in your community. This election offers a stark choice. We Democrats are hard at work trying to move America forward, repairing a decade of damage and growing an economy based on the Main Street values of hard work and responsibility.
We've fought for and won historic reforms to our health care system, a victory 100 years in the making, and to Wall Street, the most sweeping overhaul of the financial system since the Great Depression. But after years of policies that landed us in the worst recession since the 1930's, the Republicans who got us there have not come up with anything different from the policies of George W. Bush.
We simply cannot afford to go backwards or let them repeal our reforms. And making sure we can continue moving forward starts with your own promise to cast your ballot in these elections.

The BP oil spill in the Gulf Coast is the worst environmental disaster of its kind in our nation's history. I am returning to the region today to review our efforts and meet with families and business owners affected by the catastrophe. We are working to hold BP accountable for the damage to the lands and the livelihoods of the Gulf Coast, and we are taking strong precautions to make certain a spill like this never happens again. But our work will not end with this crisis. That's one of the reasons why last week I invited lawmakers from both parties to join me at the White House to discuss what it will take to move forward on legislation to promote a new economy powered by green jobs, combat climate change, and end our dependence on foreign oil. Today, we consume more than 20 percent of the world's oil, but have less than two percent of the world's oil reserves.
Beyond the risks inherent in drilling four miles beneath the surface of the Earth, our dependence on oil means that we will continue to send billions of dollars of our hard-earned wealth to other countries every month -- including many in dangerous and unstable regions. In other words, our continued dependence on fossil fuels will jeopardize our national security. It will smother our planet. And it will continue to put our economy and our environment at risk.
We cannot delay any longer, and that is why I am asking for your help. The time has come, once and for all, for this nation to fully embrace a new future. That means continuing our unprecedented effort to make everything -- from our homes and businesses to our cars and trucks -- more energy-efficient. It means rolling back billions of dollars of tax breaks to oil companies so we can prioritize investments in clean energy research and development. Many businesses support this agenda because shifting to clean energy creates opportunities for entrepreneurship. This is how we will reinvent our economy -- and create new companies and new jobs all across the country. There will be transition costs and a time of adjustment. But if we refuse to heed the warnings from the disaster in the Gulf -- we will have missed our best chance to seize the clean-energy future we know America needs to thrive in the years and decades to come.
The House of Representatives has already passed a comprehensive energy and climate bill, and there is currently a plan in the Senate -- a plan that was developed with ideas from Democrats and Republicans -- that would achieve the same goal. But this is an issue that Washington has long ignored in favor of protecting the status quo. So I'm asking for your help today to show that the American people are ready for a clean-energy future.

When you and I set out on this journey three years ago, we knew that ours would be a lengthy struggle to build a new foundation for this country -- one that would require squaring off against the special interests who had spent decades stacking the deck in their favor. Today, it is clear that you have shifted the odds. This morning, I signed into law a bill that represents the most sweeping reforms of Wall Street since the Great Depression, and the toughest consumer financial protections this nation has ever seen. I know that I am able to do so only because the tens of thousands of volunteers who make up the backbone of this movement overcame the most potent attack ads and the most powerful lobbying the special interests could put forward.
Our special-interest opponents and their Republican allies have now set their sights on the elections in November as their best chance to overturn the historic progress we've made together. Organizing for America counts entirely on supporters like you to fight back -- no special interests, no corporate PACs. To keep making change and to defend the change we have already won, we need you -- and at least 14 other people in your area -- to contribute so we have the resources necessary going into the election. Because of Wall Street reform, we will ensure that Americans applying for a credit card, a mortgage, or a student loan will never again be asked to sign their name under pages of confusing fine print. We will crack down on abusive lending practices and make sure that lenders don't cheat the system -- and create a new watchdog to enforce these consumer protections.
And we will put an end to taxpayer-funded bailouts, giving us the ability to wind down any large financial institution if it should ever fail. The passage of Wall Street reform is at the forefront of the change we seek, and it will provide a foundation for a stronger and safer economy. It is a foundation built upon the progress of the Recovery Act, which has turned 22 months of job losses into six consecutive months of private-sector job growth. And it is a foundation reinforced by the historic health reform we passed this spring, which is already giving new benefits to more than 100 million Americans, ushering another 1 million Americans into coverage by next year. But today's victory is not where our fight ends. Organizing for America and I will move forward in the months ahead on the tough fights we have yet to finish -- even if cynics say we should wait until after the fall elections.
This movement has never catered to the conventional wisdom of Washington. And we have fought to ensure that our progress is never held hostage by our politics. You and I did not build this movement to win one election. We did not come together to pass one single piece of legislation. We are fighting for nothing less than a new foundation for our country -- and that work is not complete. As we face the challenges ahead, I am relying on you to stand with me.

Just before I accepted our party's nomination in front of 80,000 people in Denver, I spoke with 10 grassroots supporters who had won a trip to meet me backstage. I still remember the time we spent together -- because these are the people, like you, who stood with me in 2008, and got me through the tough fights since. But we face another test on November 2nd that will say a lot about our future -- and I need you by my side again. Their massive spending on attack ads could have a real impact on who represents you at all levels of government. Only supporters like you -- and all the work you are doing -- are standing in their way.
This may be our toughest fight yet. So next week, just 11 days before the elections, I want to meet three supporters like you backstage at a rally in Las Vegas -- one of the last big rallies of this campaign. You've been hearing from Messina about our overall strategy and what's at stake in this election. My job as the Battleground States Director is to report back to you on the nuts and bolts of what we're building in communities across the country.
I want to take you through it in detail, so you can understand how to get involved and shape our organization where you live.
We're going to build it from the ground up. And we're going to use this summer to roll out our team model and organizing structure through grassroots planning sessions in homes and by videoconference.

Some of these planning sessions are already under way, and we're starting to get some feedback. I got one email from a supporter named Steven, who hadn't been involved at all since 2008, and only went to his grassroots planning session on a whim.
As a result, he's all-in -- he wants want to get involved fast, and also has all sorts of new ideas for how he can apply his skills better this time and which friends and colleagues he can reach out to about joining the campaign.
The subject line of his email about the meeting was "Inspiring night."
This kind of organization-building isn't just an electoral strategy -- it's a reflection of what we believe in as voters and citizens. It's a commitment to the kind of politics that begins in backyards and living rooms and empowers every single American to get involved and organize for the changes they want to see.
At a moment when it feels like the only thing that separates our opponents is how quickly they want to end Medicare as we know it, winning this way -- driven locally, powered by the grassroots -- will be a rebuke to those in Washington who still think that people across the country don't have a seat at the table where decisions are made.

-- Messina mentioned the one-on-one initiative last month. We're going to talk with every person who volunteered or made a donation last time. So the staff and I started making calls and meeting with people one-on-one. And then those people started having their own one-on-ones with others. So far more than 75,000 individual conversations have happened across the country. The results are a massive army of newly energized volunteers, plus thousands of pages of ideas and feedback that will inform how we shape our organization nationally.
-- Grassroots planning sessions are under way across the country -- we've had dozens so far with more than a hundred still to come. Everyone has been or will be invited to one.
-- You heard about our Summer Organizer Program when we asked you to help recruit them. Well, there are now hundreds across the country, and they start next week. We were pleasantly surprised that the number of applicants far exceeded what we saw when we launched this program in 2008, and you'll be hearing more about them -- and in many cases from them directly -- in the coming months.
